Everything about Vegapunk/Seraphim/CP seems like filler that doesn't really change the overall story if they're taken out and replaced by something much simpler and more succinct. I know there's no way to know that for certain because we're still in the arc, but at this point in Zou I was on the edge of my seat and emotionally invested in the minks, Raizou, and the Beast Pirates' flashback attack was legit the most hardcore that crew was ever portrayed.
Why do Lucci and Kaku need to be protected? Cause Zoro felt yucky about letting them get mirked while cuffed, and then complains about Luffy uncuffing them?? Why are Lucci and Kaku even alive at this point, what do they service for the plot? It's weird that the cover story that's been going on has more to do with the overall story than the Lucci/Kaku stuff happening in the actual chapters.
Gotta say, what we have seen from vegapunk this arc and in the cover story just doesn't seem to... fit. On his actual introduction and in the cover story vegapunk is shown as a fundamentally kind character. He made a literal flower gun. However he also seems to have a series of seemingly uncharacteristic... less kind actions. In particular the ones that stand out to me:
1.- Creation of the numbers, maybe?
2.- Experimenting on king.
3.- Making the seraphine (though this one feels like it might have more nuance to it)
So... what's the deal here? It's easily to imagine caesar, queen and judge poking holes into king but it's difficult, almost inane, to imagine vegapunk doing this. Maybe at least the king thing was not vegapunk but rather some other world government scientist? The king bit would have apparently happened some 40 years ago.
At this point I believe CP0 were replaced and there are seraphim for them. They are expendable at this point and the WG is making their move OR they made the same mistakes as the other ones some how and the WG knew they would be imprisoned sending them on this mission.
